stolen dozer crash on Dorshak

I'm Chris Boyd "the Dam Debris Guy". On or around May 3rd my dozer was taken on a joy ride that ultimately ended in the thieves launching it off a cliff. The machine tumbled nearly to the high water line of Dworshak lake. When it came to rest it lodged 3/4 overturned and is dripping diesel from the filler cap. I've taken every effort to catch the leakage before it reaches the lake. The next steps that seem urgently needed are to tip the tractor upright and prevent any more leakage. The steep terrain is not making this job cheap or easy. the local crane company came out right away but determined they couldn't lift it out. They recommended a heavy wrecker company and he feels we can winch it back up for around $5000 barring any complications. I'm not paid by the Army Corps to clean the debris from the lake. I only hold a permit that gives me ownership of what I salvage. The expense of recovering the dozer is not insured and is more than twice the fuel budget for this year. This could be the deal-breaker and I may not be able to continue to remove the debris from the lake. I know there are many people out there that have appreciated my working at removing hazardous floating obstacles for the boaters and skiers no matter how futile one guy's efforts might seem. Please help me get "back on track" I really enjoy being of service and being part of the lake community.
