The Smart Care Amendment (SCA) to the US Constitution will offer everyone, poor and rich, the same high quality health care and do it for less cost. No more special deals for Congress. This way, they will receive the same basic health insurance plan as you and me. And the SCA will protect your privacy, limit special interests, and create a national legal framework to:
· Give everyone the same basic insurance (Medicaid, Medicare, Private, TriCare)
· Make data privacy a right
· Increase competition in health insurance markets (more choice)
· Reduce special interest influence
· Force Congress to use the same health insurance as we do
· Transition to healthy living & advanced care planning and away from “sick care”
· Reduce pork-barrel spending (earmarks) with a line-item veto
The solution is a new system that empowers individual choice and creates incentives for innovation to produce higher quality care. The SCA will make it happen and also adds direct democracy to the US Constitution so citizen initiatives can petition for nation-wide referendums for changes to national health insurance policy. It improves Privacy Rights to protect personal information, such as images, location data, data on phones and the Internet, and financial and educational information. This even protects us against unauthorized data uses in emerging technologies such as the “Internet of Things”, “big data” tracking, and all the new surveillance systems. In order to fix our health care systems, the SCA reduces the influence of special interest groups, the root cause of many of the problems. Congressional pork-barrel earmarks are also reduced with a Line-Item Veto clause that gives Presidents a veto over items in spending bills.
