Cortez Hurricane Harvey Rebuild

The Cortez family as many other families in Dickinson, Texas have been adversely affected by Hurricane Harvey. What sets the Cortez family apart from the rest (Besides being family)? They did not have flood insurance, because they were not located in a flood zone. FEMA only provided them with $500 in assistance, plus a hotel till September 26, and then asked them to apply for a FEMA loan.
Edward is a hard working blue collar American, and is the sole provider for his family. He decided not to take the FEMA loan and went back to work to begin saving towards his rebuild.
