Scholarships in memory of Yuriy Lubkovych

This is a fundraiser to honour the memory of Yuriy Lubkovych,
Canada-Ukraine Parliamentary Program (CUPP) alumnus '09, who tragically died in a horrible helicopter crash near Brovary, Kyiv, on January 18, 2023.
At the time of his tragic death, Yuriy served as a State Secretary of the Ministry of Internal Affairs of Ukraine, a key institution in the country’s military-political apparatus in charge of law enforcement and state emergency service provision.
WHY IS YOUR SUPPORT NEEDED?
Any donation will make an impact by allowing more students from Ukraine to intern in Canada’s House of Commons in 2023 and subsequent years through the CUPP, the same program that enabled Yuriy to do just the same in his student years and shaped his interest in devoting his life to public service in Ukraine. This would be the way to honour Yuriy’s life achievements and active involvement as a young leader in public administration.
The funds are donated to the Chair of Ukrainian Studies Foundation/La Fondation de la Chaire des Etudes Ukrainiennes, which administers the CUPP. Each donation by eligible taxpayers will receive a tax receipt, per GoFundMe policies (for the purposes of receiving a tax receipt, please make sure to indicate your mailing address when donating).

In 2009, Yuriy's said the following regarding his participation in the Canada-Ukraine Parliamentary Program:
"I consider the Canada-Ukraine Parliamentary Program (CUPP) to be a unique opportunity to observe the well-established political system of one of the world's leading democratic countries. Also, an internship in the Canadian Parliament is a most beneficial and informative program for my professional development, as a potential future leader of the Ukrainian government, business or public organization. CUPP will allow me to discover Canada from its core political and cultural perspectives, as well as to share mutual experiences. It is a key program for acquiring and enriching oneself with needed knowledge, skills and experience in order to properly structure a country's government, and its public and diplomatic services. I will do my best in practicing, studying and sharing my knowledge during CUPP. And will take back home new precious and valuable ideas, experience and information needed for building, developing and enriching Ukraine."*

ABOUT YURIY
Many of us got to know Yuriy in 2009 in Ottawa where he interned with the office of Gerard Kennedy, MP, through the CUPP. Earlier the same year he had taken part in an exchange program at the British Columbia Institute of Technology in Vancouver.
Following his time in Canada, which Yuriy had enormously appreciated and always remembered very fondly, he went on to study in the Netherlands.
In 2010, he graduated from Erasmus University Rotterdam in the Netherlands with a degree in Business and the same year a bachelor's degree in Management from Ternopil National Economic University.
In 2011, he received a Master's degree in Foreign Economic Activity Management from the same university in Ternopil, Ukraine.
From 2011 onwards, Yuriy occupied a number of high-profile advisory and managerial roles in civil service on a regional and central government level, being an inspiration to all of us.
Here is a quick outline of the main milestones in his career which helped him earn respect from peers like us:
- In 2013-2014, Yuriy was the Head of the Department for Social and Political Affairs and Information Activities of the Ternopil Regional State Administration.
- In July-October 2015, Yuriy was an advisor to the Vice Prime Minister of Ukraine at the Secretariat of the Cabinet of Ministers.
- In 2017-2019, Yuriy was the Head of the Service of the Minister of the Cabinet of Ministers, and from July to October 2019, he was the Head of the Secretariat of the Chairman of the Verkhovna Rada of Ukraine (then Dmytro Razumkov).
- On November 17, 2021, he was appointed State Secretary of the Ministry of Internal Affairs of Ukraine.
On a personal level, Yuriy has marked our hearts as someone with a strong patriotism and buoyant optimism for Ukraine’s development and Ukraine’s victory against the unlawful, unjustified, and unprovoked aggression of russia.
