Reunite my kids

My two oldest children were taken out of state without my knowledge and consent. Now that I have found them 3 years later I need to build a relationship back with them according to the court. I have to fly out to Tennessee twice a month in order to do this and get visitation with them for summer and holidays here in California. Traveling expenses and reunification courses are on me to pay for and not the other parent. I need help so that I can see my children again.
