<div><strong>WAS IST EIGENTLICH PASSIERT?</strong>

<div>Im März 2023 nahm der Malteser Hilfsdienst e.V. proaktiv Kontakt zu uns auf und bot die sanitätsdienstliche Absicherung der Parade an. Bald darauf erfolgte ein Gespräch, in dem uns gegenüber betont wurde, dass sie über viele Jahre die Berliner Loveparade begleitet hatten.

<div>Mit diesem Erfahrungsschatz und dem selbstbewussten Auftreten erschienen uns die Malteser ohne jeden Zweifel als der richtige Partner für den Job.
</div>
<div><br />
</div>
<div>Ab April 2023 nahmen sie an den Kooperationsgesprächen mit den Berliner Sicherheitsbehörden teil. Dadurch waren sie immer über den aktuellen Stand der Planungen sowie sämtliche Änderungen informiert.
</div>
<div><br />
</div>
<div>In den Abendstunden des 21. Juni – nur 2,5 Wochen vor der Parade! – erreichte uns eine schockierende E-Mail: Die Malteser sagten die Zusammenarbeit völlig unvermittelt ab. Bis zu diesem Moment hatten wir vollstes Vertrauen, dass sie, mit Unterstützung anderer Hilfsorganisationen, ein passendes Sanitätskonzept umsetzen würden. Doch in der E-Mail erklärte man uns, dass es ihnen nicht möglich sei, die Veranstaltung angemessen abzusichern.

<div>Diese Nachricht traf uns wie ein Schlag ins Gesicht, da bereits detaillierte Planungen stattgefunden hatten. Bestellungen für Logistik und Infrastruktur waren längst aufgegeben worden, um die Standorte der Sanitätsstationen mit Strom, Wasser und eigenen Toiletten zu versorgen. (Fun fact: Die Standorte wurden sogar während eines Koordinationsgesprächs festgelegt, in Absprache mit Polizei, Feuerwehr etc.).

<div><strong><em> WHAT ACTUALLY HAPPENED?</em></strong>
</div>
<div><em>In March 2023, the Malteser Hilfsdienst e.V. reached out to us (one of the large, charitable medical services in Germany), offering medical support for the parade. A meeting followed, emphasizing that they had already supported the Berlin Loveparade for many years.</em>
</div>
<div><br />
</div>
<div><em>With their experience and confidence, the Malteser seemed like the perfect partner for the job and from this moment they were involved.</em>
</div>
<div><br />
</div>
<div><em>From April 2023, they joined the preparation meetings with Berlin's security authorities. They were kept informed about the planning progress and any changes.</em>
</div>
<div><br />
</div>
<div><em>Out of the blue, on the evening of June 21 – just 2.5 weeks before the parade! – we received a shocking email: The Malteser abruptly canceled the collaboration. Until that moment, we were absolutely trustful that, with the support of other aid organizations, they would provide a proper medical concept. But the email explained they couldn't secure the event at all.</em>

<div><em>This news hit us hard, as detailed plans were already underway. For example, logistics and infrastructure orders had been placed to provide power, water, and toilets for their medical stations. (Fun fact: The locations for the medical stations were even coordinated in a meeting with police, fire department, etc.)</em>

<div><strong>BOYKOTTAUFRUF GEGEN RAVE THE PLANET </strong>
</div>
<div>All unsere Bemühungen, in der Kürze der Zeit nun einen geeigneten Ersatz zu finden, waren vergeblich. Viele Absagen anderer Sanitätsdienste ließen uns ratlos zurück. Bis uns von unabhängigen Quellen E-Mails und Kurznachrichten weitergeleitet wurden, die über die einschlägigen Kommunikationskanäle der Sanitätsbranche verbreitet wurden.

<div>Darin hieß es:
</div>

</div>
<div><strong><em>"...die Berliner HiOs haben gemeinschaftlich beschlossen, kein Angebot abzugeben."</em></strong>
</div>

<div>Weiter wurde darum gebeten, dass, <strong>falls eine Anfrage von uns gestellt werden würde,</strong> dies dem Absender der o. g. Nachrichten mitzuteilen und ebenfalls <strong>kein Angebot zu machen.</strong> Dadurch wurden uns sämtliche Möglichkeiten genommen, geeigneten Ersatz in anderen Landesverbänden der karitativen Hilfsorganisationen zu mobilisieren.

</div>
<div>Die sehr wenigen Angebote privatwirtschaftlicher Dienstleister beliefen sich auf ca. 250.000,00 € und lagen damit weit jenseits unserer finanziellen Möglichkeiten.
</div>
<div><br />
</div>

</div>
<div><strong><em> BOYCOTT CALL AGAINST RAVE THE PLANET</em></strong>
</div>
<div><em>Our efforts to find a suitable replacement in such a short time were initially in vain. Many rejections from other medical service providers left us perplexed. Until we were forwarded </em><strong><em>messages from independent sources</em></strong><em> that were spread through relevant communication groups in the medical field.</em>
</div>

</div>
<div><em>It stated:</em>

</div>
<div><strong><em>"...the Berlin HiOs have collectively decided not to submit an offer."</em></strong>
</div>
<div><em>(Note: HiOs = Aid Organizations/Medical Services)</em>

<div><strong><em>Furthermore, they asked that if we were to approach them,</em></strong><em> to inform the sender of the above message and also </em><strong><em>not to submit an offer!</em></strong><em> This took away all our possibilities to mobilize suitable replacements in other regional associations of charitable aid organizations. <div><em>The very few offers from commercial service providers amounted to around 250,000.00 € and were far beyond our financial means.</em>
</div>

<div><strong>ZUSAMMENARBEIT MIT KOMMERZIELLEN SANITÄTSDIENSTEN</strong>
</div>
<div>Wenige Tage vor der Parade fand sich dann doch ein Anbieter, der uns ein Angebot über genau 150.700,00 EUR unterbreitete. Am Tag davor ergaben sich noch zusätzliche Übernachtungskosten in Höhe von 7.984,00 EUR. Daraus errechnete sich zu diesem Zeitpunkt ein Gesamtbetrag von 158.684,00 EUR an voraussichtlichen Kosten.

<div>Diesen Betrag empfanden wir als akzeptabel, da die Spendenkampagne bis dahin sehr erfolgreich lief und die Summe zusammen mit dem ursprünglich geplanten Budget für uns tragbar schien. <strong>Der Sanitätsdienst war bei Auftragserteilung vollständig über die knappe finanzielle Situation von Rave The Planet informiert.</strong>

<div><strong><em> COLLAB WITH COMMERCIAL SERVICES</em></strong>
</div>
<div><em>A few days before the Parade, we finally found a provider who submitted an offer of exactly 150,700.00 EUR. On the Friday before the assembly (Parade), additional overnight costs of 7,984.00 EUR arose, which we hadn't initially accounted for. This resulted in a total amount of 158,684.00 EUR in estimated costs at that time.</em>
</div>

<div><em>We found this amount acceptable, as the donation campaign was going well by then, and the sum, along with the originally planned budget, seemed manageable. </em><strong><em>When the order was placed, the medical service was fully aware of Rave The Planet's tight financial situation.</em></strong>

<div><strong>HÖHERE KOSTEN DURCH ÜBERSTUNDEN</strong>
</div>
<div>Nach der Parade wurden die Kosten des Sanitätsdienstes jedoch auf 212.382,57 EUR neu beziffert. Grund dafür war u. a., dass der <strong>Einsatz nicht wie geplant um 22:00 Uhr endete,</strong> sondern weit über Mitternacht hinaus ging. So erhöhten sich die Gesamtkosten auf 220.366,57 EUR. Diese konnten zuletzt um ca. 5.000,00 EUR reduziert werden, da unbenutztes Verbrauchsmaterial zurückgegeben werden konnte.

<div><strong><em> HIGHER COSTS DUE TO OVERTIME</em></strong>
</div>
<div><em>After the parade, the costs were re-calculated to 212,382.57 EUR. Among other things, this was due to the </em><strong><em>operation extending well past midnight,</em></strong><em> instead of ending at the planned 10:00 PM. This raised the total costs to 220,366.57 EUR. These were eventually reduced by about 5,000.00 EUR, as unused consumables could be returned.</em>
