Restoration of our house from flood

On June 13 we had a massive amount of rain in 1 hour; this rain collapsed our basement wall, leaving the entire front of the house unstable.   The water made the porch unstable and weakened the wall to the point we could not go out the front door.  Mike was trapped for two days in the house until a temporary ramp was built in the garage.  Our dogs spent over two weeks in kennels until an exit for them was built.  Due to an unscrupulous contractor, who walked off the job and is threatening to put a lien on our property, we have spent over 5000 dollars already on a very tight budget.  We still need to put gravel and drainage in the ground and have a new porch poured.  We are at the point now where I have 200 dollars to our name with our credit cards maxed out again and now way of paying any more bills.  We need money very soon.  I am wearing myself out pushing Mike up and down the ramp and it is very stressful.  With each rain we wonder whether something else will collapse.  Insurance will not pay any of the bill because it was water damage not a tree falling on our house.  They would not even come and look at the property.  Please help.
