Thank you for visiting this fundraiser. My name is Nickeya Allen, Contracts/Project Manager and the organizer for this campaign. The work we're doing plays an essential role in revitalization efforts for the people, by the people. Below is an explanation of what, why and the how. Will you help a grassroots housing development team, Black-owned and woman-led generate 10% of the cost to acquire a multi-unit building to compete for state funding?
Construction Profile
Project management professional offering more than 6 years’ experience driving construction milestones to completion. Conducts comprehensive client meetings addressing SOW around building approved plans, updates on design changes and specifications and lead time. Upholds budget commitments, known for optimizing human and technical resources to deliver projects on-time. Earned Bachelor’s Degree from Mount Saint Mary College, now enrolled in the graduate program, has many certificates in Project Planning including a 75-hr Real Estate certification from the Staten Island Board of Realtors and an Associate’s Degree with a concentration in Labor Relations.
What:
Our community falls with in the very-low income category. Very low income limits for the year of 2020 defined by HUD for a family of 2 is $40,950, family of 3 the income limit is $46,050, for a family of 4 $51,150 and so on. In an independent survey, city residents employed within the region (not commuting into NYC) earned less than $50,000 and had been at the same employment for more than 2 years. The same study revealed residents have either held second jobs or lost second employment since the COVID-19 pandemic. We see the community, we know the needs.
Affordable Housing - The Basics
Rent affordability is subjective, the topic itself is ongoing research, as HUD relies on information from the U.S. Census Bureau and the Office of Management and Budget (OMB) for area median income studies. Having attended and hosted Q&A meetings about affordable housing, the general comprehension is that affordability calculations are complex. This is because HUD determines that affordability is the standard in which the household pays no more than 35% of gross income. This used to be 30% a couple of years ago. Needless to say, this is acutely dated.
Why:
The Poughkeepsie-Newburgh-Middletown, NY HUD Metro FMR Area is comprised of both Dutchess County, NY and Orange County, NY. The Family Median Rate (FMR) - a term to describe the average household income for the year 2020 is $102,300. Currently, HUD does not break this down by demographics or ethnicity. HUD also does not receive the exact number of survey cases when calculating, but rather a categorical variable known as the count indicator, indicating a range of cases. This is how low-income developments cease and expensive housing continues.
How:
Our proposals are developed with expertise in HUD regulations, AMI determinations and area market analysis. Our team’s experience equates to 21 years of commercial, residential construction management and more than 6 years project management. HCR opens a bidding process twice annually for developers; private, public and non-profit requesting proposals (RFP), ideas and new concepts for the betterment of the community. The bidding for HCR’s bidding process is highly competitive it’s important to also note Preference in awards are given to applications which include NYS-certified Minority Women Business Enterprises (MWBE) as part of the development team and Service-Disabled Veteran-Owned Business Enterprise (SDVOB) utilization on the proposed project.
