Plan 2014 & Lake Ontario Upper St. Lawrence River


Lake Ontario is a regulated lake;  outflows are controlled at the Moses Saunders Dam in Cornwall.  The regulation plan is called Plan 2014, and it went into effect January 1st, 2017. 

While the widespread flooding and erosion that hit the the Lake Ontario and St. Lawrence River shorelines in 2017 and 2019 could not have been avoided, the unbalanced policies of Plan 2014 increased both the duration and severity of the flooding upstream of the dam. This had traumatic and long lasting impacts on shoreline families, businesses, municipalities and emergency response. The policies of Plan 2014 urgently need to be rebalanced to better protect our interests.

Not only is Plan 2014 unbalanced, the membership of the board that controls Lake Ontario water levels is also unbalanced. Deviations from the policies of Plan 2014 require full consensus. Governance and influence is unclear, deviation decisions are made behind closed doors, and the Province of Ontario is grossly under-represented. 

United Shoreline Ontario has been fighting for the rights and representation of the shoreline interests upstream of the dam since 2017.  This has included extensive political lobbying and advocating, education campaigns, media engagements and public rallies across Ontario and New York. USO now sits on the Public Advisory Group , appointed to contribute to the expedited review of Plan 2014.

Plan 2014 needs to be rebalanced, and the Canadian upper shoreline needs to be equally represented in the decision making process. Your ongoing support is required.
