Walk Against Human Experiments
I am walking across the United States to raise awareness for a distressed group called “Targeted Individuals.”
My name is David Voigts. I’m a former naval officer and a graduate of the United States Naval Academy. I have a degree in Control Systems Engineering and served in Electronics Warfare and nuclear engineering jobs as a Surface Warfare Officer. While in the service I became aware of ongoing non-consensual human experimentation.
The program is studying human-machine interface weaponry, and the technology is used in psychological warfare, harassment, discrediting, and revenge campaigns. The Targeted Individual program is a domestic torture program aimed at unsuspecting US citizens.
I have been doing public outreach for two years now, and there have been quite a few topical news stories that have published since I started my outreach.
First, the revelations about organized harassment perpetrated by certain groups in the Church of Scientology match the harassment campaigns aimed at Targeted Individuals.
Pulitzer Prize-winning author Lawrence Wright covered the topic in his New Yorker article "The Apostate" as well as his book "Going Clear: Scientology, Hollywood, and the Prison of Belief" - which became a documentary film "Going Clear: Scientology and the Prison of Belief."

Moreover, actress Leah Remini (CBS - King of Queens) has starred in a new series "Scientology and the Aftermath" which has several episodes that cover the "Fair Game" process - a psychological warfare, harassment, and discrediting program. I recommend watching episodes 2, Fair Game, 9, Merchants of Fear, and 0, Ask Me Anything. Those episodes feature Mike Rinder, a former manager in charge of the discrediting operations who himself became a target, and now talks publicly about his duties as a perpetrator. The show is extremely helpful because it uses video, audio, and text messages from a decade ago that depict denials of the behavior, which the perpetrators now corroborate as being true. The show uses doc series style testimony, news stories, court documents, recovered text messages, personal letters and the Church of Scientology's own doctrine to describe how this horrific abuse is facilitated.

Another great resource is the recent stories about the "health attacks" on the US diplomats in Cuba. It's troubling that these diplomats are able to be believed and receive care, but the US citizens affected here in the states are not being listened to, and their pleas for help are dismissed as mostly delusional. However, that can change with your help. I have had success getting some media attention to the issue and by helping me complete the walk, we can get this program exposed.

Budget:
As of March 2018, I still need to raise another ~$18,000 to get the walk started.
Assumptions: I'm going to assume I'll bring in a minimum of $1000 a month in donations while I'm on the walk. I did a similar walk in 2016 and there seemed to be a consistent interest in funding that public outreach effort.
1) Funding the outreach walk: I will be walking the American Discovery Trail - which starts in Lewes Delaware and proceeds westward to California. The walk is 5000 miles and will take approximately 7-8 months to complete. The raw costs of the walk -food, lodging, equipment- will range between $8000 at the low end and $15,000 to $20,000 at the upper end. The low end would be a walk with mostly tent camping and not a lot of pausing for media or public interaction. The upper end would allow for more nights in hotels and more days with car support - which helps in meeting reporters and getting to media or public speaking events.
2) Advertising: The best way to help this information spread routinely is through advertising. Sometimes the news interviews do spark a large amount of interest, but those types of events don't happen every week. The advertising helps get the message out each day and increases the chance that the story gets to an interested media outlet or civic organization while I'm in the area. I post my location and regular updates through Facebook, and a daily advertisement in the local area code I'm walking through helps attract attention to the cause.
I would like to put at least $20 a day into Facebook ads to help spread the word about the walk. The trail is beautiful and I post regular updates with video and photos and any media that publishes. At $20 a day, those posts could reach thousands. There are some stretches of the trail -in more populated areas- where we could up that dollar amount and reach tens of thousands of people. I would like to put at least $4,000 to $5,000 into advertising.
3) Personal Finance: During the 7-8 months of walking, I will have continued personal financial obligations. I won’t have an income other that what I can raise through this GoFundMe campaign. I'm going to budget conservatively at $15,000 to ensure that I can pay all my bills and have a small cushion to work with during my job search after the walk.
4) Fund future outreach: If we get lucky and this GoFundMe campaign becomes popular. I will put any extra money towards future public outreach.
That expenditure process will unfold in different ways depending on the success of the media outreach.
There are different scenarios we could be in. For instance, suppose the walk produces steady results, but the story doesn't break in the national news yet, then I might discuss taking the lessons learned forward and doing another cross-country walk the following spring.
In another scenario, the story could break big and we'd be putting any largess towards getting TI's testimony to authorities and helping along any local and federal investigations. Moreover, we'd be working with lawyers to get the TI's organized for whatever legal action needs to take place. There would also be a health and welfare, and healing system that would have to be executed for each TI.
A third scenario might involve a multi-year process of using the gathered footage to develop documentary style clips for web publication, organizing local protests, manning information booths at local festivals, advertising, training, sharing of best practices, and education of TI's, and speaking before civic organization.
Also, I plan to write a book about the experience which will then be used as a tool to engage in further media outreach.
Background on Targeted Individuals:
Nonconsensual Human Experimentation
The United States has a long history of non-consensual human experimentation. The Tuskegee experiments, the Willowbrook experiments on children with developmental disabilities, the atomic radiation experiments on people, and the testing of LSD on unsuspecting victims during the MKULTRA program all involved non-consensual illegal human experimentation. For a historical treatment and primer of non-consensual human experimentation, I recommend the book Against Their Will: The Secret History of Medical Experimentation on Children in Cold War America by Allen M. Hornblum, Judith L. Newman, and Gregory J. Dober.
Project MKULTRA
Project MKULTRA was a CIA program that researched ways to manipulate mental states and alter brain functions. The program used many illegal methods including sleep deprivation, surreptitious administration of drugs, isolation, verbal and sexual abuse as well as torture. This MKULTRA project was a forerunner to the current program affecting T.I.’s. The MKULTRA program stretched from the early fifties to the early seventies. With a panic over the Watergate scandal, the CIA director Richard Helms ordered all MKULTRA documents destroyed in 1973. The program was revealed in the 1975 Church & Pike Committee hearings and in the Rockefeller Commission during the same year. A later Freedom of Information Act request led to the discovery of financial documents. Those revelations were discussed in the 1977 Joint Hearing before the Senate Select Committee on Intelligence and the Subcommittee on Health and Scientific Research chaired by Senator Daniel Inouye. TECH That Can Hack The Brain
Targeted Individuals are nonconsensual test subjects for a human machine interface weapon. The Shooters
People react to torture in different ways. Some become nonfunctional. Most lose their jobs when they complain about the organized harassment that happens at their workplace. The targeting process also isolates the target from their social support networks. Family and freinds don't often understand this complex attack. The situation leaves the Targeted Individual alone broke and insecure. After years of torture with no help from the public, some have turned to violence.
Aaron Alexis
Aaron Alexis was the Navy Yard Shooter. On September 16th, 2013 Aaron Alexis fatally shot twelve people and injured three more. His story is typical of Targeted Individuals. However, Aaron Alexis was not able to resist the torture. The story made national headlines, but the truth of the matter did not get out. The mental health system is used as a discrediting weapon in these schemes. The goal is to have the individual given a mental health label. When that happens the public usually dismisses the individuals claims, and not enough people will research the issue.

Myron May
Myron May was an successful attorney. He had a relationship and well paying job before he became a targeted person. Gavin Long
Gavin Long was the Baton Rouge shooter. The shooting happened in July of 2016. I started a public outreach walk a few months before this shooting and was walking at the time of the shooting. I received calls from the Associated Press and I told them what I knew, but they did not publish my account.
Gavin Long was a member of a support group called Freedom From Covert Harassment and Surveillance. CNN, the Kansas City Star, and the New York Times were able to find emails, blogs, and videos of Gavin Long talking about his being a Targeted Individual. Much of this program involves misdirection, and my guess is that Gavin Long was led to believe local police were involved in his targeting. False correlation is a very common theme in these harassment campaigns.

Jiverly Wong
Jiverly Wong committed his crime on April 3rd, of 2009 in Binghamton New York. Wong was an immigrant and there was a language barrier, so we can't research his experience as well as the others. However, he did leave some writing samples with details that Targeted Individuals can recognize. He was also a Targeted Individual.

Notice her comments in the first article about nano-technology. Targeted Individuals often wonder if the physical effects they experience are caused by some sort of nanotech interface. The military uses a similar weapon to what she is describing. They are called Spiritual Warfare, Perception Warfare or No-Touch Torture weapons.
