New Warm House for Local Feral Cat

Some time ago I started to help my local feral cats through winter by feeding them, and this little guy decided to make my garden his permanent residence. I bought him a wooden cat shelter with some straw inside but it's not insulated or big enough to accommodate for food bowl. The food I leave for him gets wet in the rain or eaten by other cats so I'd like to upgrade his house so he can comfortably go through the winter

I'd appreciate any help with helping me offset the cost of the purchase.
