Help with legal fees

The Chalk Bus is a traveling interactive art project. The funds raised from this project are used to buy art supplies for classrooms in need. We recently ordered a trailer from a company in Aurora, OR. We sent the company $14,200 in good faith. Unfortunately, the company does not have the capability to produce the trailer so we cancelled the order and requested a refund. They agreed to the refund but have not sent it. They will not return our calls or emails. It has been 2 months now and we are afraid legal action is our only chance for remedy. We are seeking donations to hire an attorney. It has been a rough year for our small organization. We lost the original Chalk Bus to a fire on the way home from a youth sports charity event, we had to replace the roof on our building, and now this company is keeping $14,200 of donated money.
