<div>"<strong>Kokusekihou</strong>" (working title) is an independent documentary film that delves into the complex and heart-wrenching story of Japan’s nationality law which does not officially recognize multiple citizenships after the age of 20. Despite this, the Japanese government estimates that close to one million Japanese citizens hold additional citizenships.

<div>The film aims to shift the public perception and spark national and international conversation about citizenship, nationality and what it means to belong to Japan.

<div><strong>STORY</strong>
</div>
<div>When Japan-born Yuri Kondo was denied the renewal of her Japanese passport after acquiring U.S. citizenship, she knowingly overstayed her visa waiver to remain with her family during the COVID-19 pandemic. Now trapped by the very country she calls home, she launches a bold legal fight to challenge Japan’s outdated nationality law and to redefine what it means to be Japanese.

</div>
<div>Japan is my home. Yet, as a mixed-race Japanese woman who has held US x Japan dual citizenship since birth, I have never felt fully accepted, nor can I confidently say that I truly belong. Over the years, I have observed that even the slightest step outside of Japan's boundaries often results in swift rejection, disqualifying you from its narrow definition of what it means to be "Japanese." This experience is common among mixed-race Japanese, returnees, and Nikkei individuals. Even every-day Japanese citizens who deviate from the status quo often find themselves marginalized within their own society.

<div>The rigidity of Japanese society is enshrined in its laws, such as Article 11.1 of the Nationality Act, which revokes Japanese citizenship for those who naturalize in another country, or Article 14, which requires dual citizens by birth to make a 'choice of nationality.'

<div>Through this film, I aim to celebrate the beauty of being 'Japanese and…' I believe that by revising these laws to allow dual or multiple citizenship, Japan can thrive culturally and economically, embracing a richer and more inclusive future.

<div><strong>映画のストーリー</strong>
</div>
<div><strong>日本で生まれ育ち、20年間アメリカで暮らした後、アメリカ国籍を取得した近藤ユリ。そのとき彼女は、日本国籍法第11条1項により自動的に日本国籍を失っていたことを知らなかった。やがて日本のパスポート更新を拒否され、コロナ禍では家族と過ごすために日本に留まるという決断を下す。</strong>

<div><strong>それから5年。近藤はこの国籍法が憲法に違反しているとして訴訟を起こし、「日本人とは何か？」という根本的な問いを日本社会に突きつける。</strong>

</div>
<div><strong>日本は、私のホームです。しかし、アメリカと日本の二重国籍を持って生まれたハーフとして、これまで一度も「受け入れられている」と感じたことはなく、「この社会に属している」と自信を持って言えたこともありません。</strong>

<div><strong>私がこれまでの人生で感じてきたのは、日本という枠の外にほんの少しでも踏み出すと、その瞬間に「日本人」としての資格を失ってしまうという厳しさです。この感覚は、ハーフや帰国子女、日系人の間では決して珍しいものではありません。また、日々の暮らしの中でも、「空気」や「常識」から少しでも外れた生き方を選ぶ日本人が、周囲から疎外される——そんな光景をたびたび目にしてきました。</strong>

<div><strong>このような社会の「窮屈さ」は、法律にも現れています。</strong>
</div>
<div><strong>国籍法第11条1項では、他国に帰化した場合、日本国籍は自動的に喪失すると定められています。さらに第14条では、生まれながらに二重国籍である人に対して、いずれか一方の国籍を選ぶことを強く求めています。</strong>
</div>

<div><strong>このドキュメンタリーを通して、「日本人プラスアルファ」というあり方の豊かさ、美しさを伝えたいと考えています。</strong>
</div>
<div><strong>そして、日本が重国籍・多重国籍を認める方向へと制度を見直すことで、文化的にも経済的にも、より包摂的で多様性を受け入れる社会へと歩み出せると信じています。</strong>
