Help Maggie Haffery keep her home!

In September of 2020 water and sewage was found in my mother ( Maggie Haffery's) basement in Janesville, Wi. She called her insurance company to file a claim. After many discussions with the insurance company and them stating that they were going to file a claim with the insurance adjuster on her behalf that they would only pay upto $1,000 because that was all her policy was for. The day after finding water and sewage in her basement she noticed the water department working on the street outside of her home. At that time she called the water department and informed them that she had water and sewage in her basement and was told they would send a worker to her home which they did. The worker walked part way down the stairs, took some pictures, called his supervisor and stated to my mother that he was told not to go into the water and she was supposed to send any bills to the city of Janesville for any damages. The water department was working on the road North of her home and at that time she heard a loud noise in the basement and went to investigate and noticed the water subsiding down the drain. She later called the water department again and they stated she needed to file a claim against the city of Janesville and take to the water department which she did. The following week she called the city attourneys office to see the status of the claim and was told over the phone by an un named male that damage was caused by her neighbors trees and the city would not pay any damages. After talking to her social worker through My Choice/Care Wisconsin, flood pros was contacted through her social worker. They came to her home on October 23rd 2020. Flood Pros said that if it had been taken care of within a few days it would have only cost a couple thousand dollars to clean up but because of all the delays and trying to get cooperation with the insurance company and the city it will now cost between $10,000-$15,000 just for cleanup. This does not include the replacement of flooring, walls, personal property loss ect. In the flooding/sewage backup she lost her furnace, water heater, washer/dryer and sump pump. All of these will have to be replaced as well. Multiple agencies have been contacted to try and help her. She is physically disabled and also an Army Veteran and we can not seem to find anyone to help. She has been forced out of her home because at this point it is uninhabitable conditions. I'm asking anyone who would be willing to give even a little to please help. She has not been able to live in her home due to not having heat or hot water. Please help her be able to move back to our family home.
