Cpl. Stephen Ballard Memorial

I am a Boy Scout in Sussex County, Delaware working on my Eagle Scout project, which will be to construct a memorial to Cpl. Stephen Ballard, the Delaware State Trooper killed in the line of duty this past April. The memorial will be constructed at Camp Barnes (a summer camp owned and operated by the Delaware State Police), where Cpl. Ballard was known to enjoy helping to work with local youths. The memorial will consist of a garden with an engraved concrete walkway, two 8-ft flag poles, and a plaque honoring Cpl. Ballard. Two police-themed flags will be specially printed for the memorial, and careful consideration will be given to the choice of plants for the garden to ensure both that they endure for many years and that they evoke the spirit of the memorial. 
     The goal is to have the project fully completed by the beginning of September 2017, since final reports must be submitted before my 18th birthday in early October 2017. Funds will be used to purchase the needed supplies to construct the memorial and to pay for any professional consultation or assistance that is needed. Any remaining or continuing monetary contributions will be donated to Camp Barnes for renovations to their crafts pavilion, as well as to the Delaware State Troopers' Association to use as they see fit.
     Any donation from the community is enormously appreciated. I look forward to your support in memorializing a local hero and contributing to a wonderful youths' program.
