The Hong Kong Humanitarian Fund - Vancouver (the Fund) was set up to provide assistance to help Hong Kong Pro-Democracy protesters who arrive in Canada to obtain refugee status or seek protection.
Financial support and settlement supports include:
» legal fees for refugee claim or other consultation fees if applicable
» referral to legal aid if possible
» temporary housing and help with finding permanent housing
» help with registering for mandatory federal and provincial programs and medical insurance
» support with job seeking
» providing living expenses for those who are actively seeking but not yet able to obtain a job
» orientation to the community
» referrals to other refugee programs

Intake Inquiries:
The Hong Kong Humanitarian Fund - Vancouver accepts referral-based intake. The Fund has connections from Hong Kong that gives referrals and helps with fact-check.

Intake Process:
» Once a referral is made by the Vancouver-Parent Group, volunteers of the Fund will need to initialize a fact-check process. The Vancouver Parent Group is in contact with and working with global Hong Kong supporter organizations and the fact-check process will include whether they have been charged, if they are in danger, if they qualify to claim refugee status etc.
» Documents and information like police charge paper, news report, etc are required and need to be provided for a case file to be opened. (In the case of emergency, a prove of threat to safety and two sources of verification will be sufficient for case files to be opened.)
The above services are all dependent on availability of funds and the allocation priority of the cases. The Board of Directors of VSSDM and Hong Kong Humanitarian Fund - Vancouver have the right to all final decisions.

About the Fund and its operations:
The Hong Kong Humanitarian Fund - Vancouver was originally initiated by three activists on July 4, 2019 — as a response to immediate needs for Hong Kong activists needing support to seek refuge from their involvement in the anti-extradition law protests. As immediate needs subsided, the Fund started to formally fundraise to support Hong Kong pro-democracy activists arriving to seek refuge in Canada.
Currently, the Fund is operated by volunteer Directors of VSSDM; funding, spending, financial oversight are all being overseen and verified by individual voluntary representatives from local Vancouver organizers. Current Verifiers of the Fund are VSSDM Chairperson, Jody Chan, and LY. Approvals are finalized by the Board of Directors of VSSDM represented by VSSDM’s Treasurer.
Since the beginning of the Fund, there has been a three-unit fund control process:
1. » one unit (Vancouver-Parent Group) to provide service and expense claims under the policies;
2. » the second unit (The three Verifiers of the Fund) for monitoring and verifying the expenses and services;
3. » the third unit (VSSDM’s Treasurer) to manage the Fund’s accounting.
