Please Help Kids: Mother Murdered

My name is Maricela Carreon, sister of Alejandra Carreon. She was a mother of my two wonderful nephews, Santiago (3) and Valentina (4). Unfortunately she was victim of a murder commited by her boyfriend and her body was found on January 15th 2016.
The children will be taken care by me, her sister, and her grandmother in Tijuana, since she does not have a Visa to come and live in the US.
The are many funeral arrangements to make and we would like to bring her body back to Mexico so all of our family can say there final goodbyes and at some point cremate the body, but this is a very expensive process. Her body is still under investigation and will take some more time due to the circumstances and the state in which the body was found.
We also want to get a Humanitarian Visa for my Mother, Lupita Gutierrez. She wants to attend to Cesar Rosales trial, murderer on my sister Alejandra.
And most importantly her children, Santiago and Valentina. My sister Alejandra was always working and fighting to give them the best at any time and making them happy as they made her happy for as long as she was alive.
They will attend school very soon and we will also need to build a new room for them at my mother’s house, since there is not much space in our house in Tijuana. We would like them to have a nice room where they can have their beds, toys and a good enviroment where they can grow up happy!

WHAT HAPPENED:
Alejandra disappeared on new year’s eve after she made plans to go visit her boyfriend Cesar Rosales in Fontana, CA. and confirm arriving to his house.
Cesar Rosales claimed he did not know she was coming, that she never made it to his house and he kept repeating that she might have gone to a bar or somewhere else. At that moment we knew he was not being honest
The couple had been dating for almost 2 years, but it was known he was very jealous and possesive of her.
Whenever Alejandra was not with her kids, she would always be in touch at any moment to make sure they were Ok, that´s when we knew something was wrong.
On January 2nd the missing person report was filed to the police, but at that moment they thought she dissappear due to a couples fight or that she decided to left her kids behind.
The police visited Cesar's house and made a poorly, not formal interrogation/investigation. Since the police felt they didn´t have any relevant information that linked Cesar Rosales to the dissapereance of Alejndra no follow up was made.
We were then assigned to detective Hubbard, unfortunately, she as well thought the disappearing was maybe because of a fight or that Alejandra abandoned her kids.
She did not call Cesar for a formal interrogation or request a search warrant to his house.
Detective Hubbard kept saying that if any information was received she would give the family a phone call...
Alejandra´s car was reported missing at the same time she dissappear,
but on January 10th the police found the car near to Cesar´s house. Due to the incompetence of the police the car was delivered back to Cesar Rosales, as it was under his name. Although it might sound incredible, the car was never put under investigation, fingerprints, anything!!!
Our family was desperate to see the poor interest of the police on finding Alejandra, therefore on January 13th we submitted a complaint on findthemissing.org and
three hours later the detective in charge of the case was change and we were assigned to detective J. VanTuinen on that same day.
He called the family members and Cesar Rosales for an interrogation and achieve more in one day than previous detective in eleven days...
Unfortunately, the next day, onThursday night, after a search warrant was served at Cesar´s house, the body of our beloved Alejandra was fond and it was to late.
Cesar Rosales admited killing her and bruried her body on his backyard.
He is now under custody at the West Valley Detention Center waiting to be prosecuted.
