We are a passionate team of humanitarians and change-makers at the MLOVE Foundation, and together with Tech4Ukraine (Cloud Nation), we developed the Mobile First Response Center, MFRC, a one-stop solution built for refugees who are currently mass-migrating to the neighboring countries of Ukraine.
In 2015 MLOVE conceived the award-winning Refugee First Response Center (RFRC) together with partners like CISCO. 12 of these medical container clinics served 10.000 Refugees in Hamburg, Samos, Greece, and Beqaa Valley, Lebanon.
The new version of the MFRC is mobile and agile – responding to the refugee situation in Ukraine as a multi-functional solution, equipped with additional devices.

The Mobile First Response Center creates a space of refuge for refugees in heavily trafficked border regions.
What we provide in a nutshell:
A one-stop solution for refugees built into a refurbished, used ambulance vehicle that’s equipped with medical supplies, a heated tent for shelter, internet, external USB charging hubs, solar, laptops, and a printer.

Wifi & Electricity
In addition to our LTE base configuration for Wifi access, a possibility to add Starlink as an option is available through partners. that serves refugees who seek temporary shelter inside our MFRC. Wifi and electricity are essential basic needs and connectivity is a lifeline for displaced people to prevent human trafficking and other human rights abuses.
Security & Information Hub
MFRC supports access to important information as a vital part of the prevention of human trafficking. It is equally important to have a reliable connection to relatives and networks to coordinate the next step towards safety. The vehicle also provides a laptop and printer to meet local legal & bureaucratic requirements and also guarantees access to further information around the current area of operations.
A heated tent is set up next to each vehicle to provide shelter for families and persons on the run, free of cost.
Each vehicle will be initially equipped with medical supplies. Further medical and pharmaceutical supply needs are locally assessed and provided by doctors and staff of our partnering local organizations. Further costs of restocking need to be covered by our local partnering entities.
Supplies are coordinated by the local network between several warehouses that are positioned throughout our region of relevance and operation.
Access to Tele-Medicine
The MFRC comes with laptops & printers to help the local staff with their research & medical documentation needs, incl. communication & supply tasks. We also strongly encourage the usage of applications for remote specialists' health support, incl. psychological aid apps such as https://krisenchat.de/ukraine, to assist refugees with maintaining their mental health as well as possible.
MFRC is linked to local warehouses coordinated by local NGOs in Poland containing medical supplies and more.
While MFRC tents are stationary, our vehicles serve as a distributed workforce that coordinates supplies between one MFRC to another and logistic hubs.
All operational recurrent costs such as fuel, insurance, staff, and medical supplies need to be covered by the local partnering entities.
Fast adaptation to changing needs
Constant alignment & synergies between all operational stakeholders are enforced through the informal exchange of best practices between our team and our partnering volunteers, and NGOs on the ground.
