Help Victim of Dog Attack

My brother was viscously attacked by a ferocious dog on July 27, 2018.  Since that time, he has been unable to work.  The dog was attacking him for close to four minutes.  His life was saved by the graciousness of two men walking by who pulled him over the fence.  The dog was still attached to his leg until one of the men was able to put a stick in the dog's mouth.  My brother has wounds, several are very deep and wide, to his hand, both calves, and his thigh.    

The wounds required numerous trips to the hospital for treatment.  The owner's of the dog have concealed him somewhere.  Because there is no record of a current rabies vaccination for the dog, my brother had to start the rabies protocol this week.  Now, the wounds on his legs are infected, and he has to continue again bandage both legs, which continues to interfere with his ability to work.  He is self-employed, so has had no income for nearly a month.  In addition to lost income, he has had out of pocket medical expenses for bandages, ointments, prescriptions, and doctor's visits.  He may have to be hospitalized if these wounds don't heal.  

The owners of the dog are renting the property where the attack occurred, and do not have renter's insurance, so there aren't any civil remedies available to him.  Also, the dog owners have shown no remorse to my brother and one of them actually said, "I hope he enjoys the shots in his stomach," meaning the rabies shots.
