HELP RUPERT GET JUSTICE

Hi my name's Rebecca and this picture is of my beautiful baby Mr Rupert bear he's just turning one on the 16th of September. I wasn't really aware of this site and who can do it until my daughter was receiving private messages asking to donate to help Rupert so now I'm using this site to start my campaign and get this law changed, after reading my story you'll see there was was no criminal offence to be accountable for so i now need to raise as much money and awareness so i can take this man to court..this man can not get away with this  .. ..my  Rupert bear  was attacked by a bully cross on ramsgate beach as a result of this he lost his eye ..we had just arrived on the beach when the man and his dog came across I went to pick Rupert up but the man reassured me his dog was fine ..seconds and i mean seconds this dog had locked himself on my dog face ..the owner fell to the floor pulling his dog off shouting'oh my god oh my god '...when i grabbed Rupert up his eye was hanging out ..this man showed no remorse in facted he went to say my dog was being a nuisance round his dog ..I had just walked on the beach ..livid no way was this man saying this ..'you said he was fine not to pick my dog up ..now this man is walking away he's actually walking off ..I was in such a state screaming crying for help ..you know there were people standing watching on the beach and did nothing ..I ran up the steps and a lovely lady came over to help but a security guard was driving past I screamed at him to take me to the top of the cliff where I would meet this man and his dog ..He still would not give me his details and walked off in amongst this a girl said to me 'accidents happen 'did she know this man ..no she didn't ..WHAT!! ..I managed to take pictures of this him from behind which we later put on Facebook I told him i would come looking and would find him i knew he walked the beach as id seen him before ..he wasn't getting away with this ...i live right by the cliff so i was at home getting my daughter with in minutes and at the vets 10 minutes later where they were waiting for him Rupert was crying and howling my beautiful boy in such pain it was just the worst experience ..They put Rupert to sleep to see if they could pop the eye back while we drove back to get the insurance papers ..in all the chaos my bag had opened up and the contense Was still on the floor where I'd got in the car .. phone (course we had driven it over course we had as when I was trying to take the picture of the man my camera was on timer then portrait then put your pin code in hense the back of him)my son took the phone to a shop to get the pictures..while we went back to get Rupert...the next morning Rupert was back under and having he's eye removed as the damage was so bad ..my beautiful boy this is so unfair he's not even one ..My son the next day went back to find this man and there he was still walking his dog the same time as if nothing was wrong ..my son followed him all the way to his front door ..so now I know where he is ..I'd already informed the police and a pc so came to see me telling me it's not a police matter but if I found out where this man lived he would go and see him but not promising anything would come of it ..how is this possible how is this owner not accountable for what his dog has done to mine ..(I've started a petition about this)..so my brother his girlfriend, myself and 2 son's go round ( ok I know that sounds like we're going heavy handed but this dog is loved so much and it was 2 cars ) My brother knocked the door while we all stayed in the car and my brothers girlfriend filmed it so he couldn't saying anything ..I confirmed it was him ...'Are you going to take responsibility for what your dog did to my sister's dog ' nothing blank 'No ' ....out the car I got showing Rupert to him .. 'look look what your dogs done ...hes lost his eye '' your not even sorry ..youve not even said sorry for what your dogs done ..you walked off ..your all over facebook i told you i would find you' the neighbours calling the police ..3 pc so turned up this time sending us home ..crazy I've never known anything like it ..He can carry on as normal..NORMAL what's that going to be know for us ..Rupert when he saw the man was in such a state but I had to make the man see what his dog had done ..So Rupert won't put on his harness ..He steps straight out of it ..I put another on and lead and he won't walk he's just standing there head down...he's keeps having like a head bang moment throwing his head back and hard ..they say maybe he's having flash backs but I don't ..who knows what damage this has done long term but I know just by these few days he's not the same dog ..so for this owner not putting a lead on his dog my baby is damaged for life ...and yes he is ..I don't have a garden ..I have outside space and communal grass areas but not closed off garden ..so we walk about the green when it's very quiet as he's without lead on ..middle of the night we've been out ..Rupert loves being out we used to walk miles ..his favourite place the beach ..this is going to be a long road for both of us I'm going to give Rupert as must therapy as we need I shall do everything possible so my baby doesn't suffer ...my daughter's phone vibrated under him and he shot up ..dogs barking and sudden noise is now affecting him ,when he chews his food his face would bleed ..He can only eat soft to swallow so no chewing ..you can see the pain in his eyes.. it's sole destroying ...He keeps looking at me as if to say why why has thus happened to me ..

My mission now is to get this ruling chanced or at least give it a good go .. ...Having insurance was the most adult thing I've ever done..you see I'm bipolar so I don't do adult stuff well..Rupert bear has been my life line my get out the house my keep going now .I just keep crying and apologising to him for letting this happen to him he's such a confident happy little boy who loves saying hello and running about playing ball ...I'm going to get my boy back to who he was this man and his dog will not win and if we can stop these owners being able to walk away from a crime (and yes it was a crime)even better MR RUPERT BEAR will be a name to remember .thank you for taking time to read this and I hope u feel a passionate as I do .
