Help my disabled sister get help

My sister & her family have been being harassed daily by her neighbor and the police, housing court or the municipal court are not helping us.  We have presented video evidence, police reports, testimony but to no avail.  There are over 100 911 calls to her residence.  He broke her windows to her bedroom right where she sleeps.  Myself and my nephew were given 9ft stay away orders from the judge that heard the case and treated us like we were the perpetrators not the victims.  She needs to move at this point because this man has been able to terrorize her home and the neighborhood for far too long.  It’s been non stop since June.  Boston Housing court heard the case 7 weeks ago.  No decisions been made yet.  Meanwhile this man continues to scream out the window all hours of the night, stomp over our heads and bang on the door trying to gain entry.  My sister is disabled and scared to death in her own home.  We have endure unimaginable Criminal Harassment and no one seems to be able to do anything about it.  This man is dangerous and my sister should not have to live in fear.
