Please help my Dad finally eat without pain

My dad was urged to have his remaining upper teeth removed to get dentures, but an odd bone in the roof of his mouth has made this decision a very regretful one. The dentures now only cause him pain and he can barely bite through much of anything, let alone chew. We looked into getting him dental implants at ClearChoice, but the cost estimate is incredibly high. We need help. He is retired and I cannot bear the idea of spending what remains of his savings on this surgery. He was diagnosed with Parkinson's disease a few years ago and he has had a hard time keeping his weight up. Not being able to eat the way a person would normally has made it even harder and I fear that he is getting frail. I have never used this site to ask for help from strangers before, but I decided that now is the right time.
