Help fix Amber Hill Rd where my parents live

The road that my parents plus other residents live also washed out in September of 2021. It's near WindCreek state park. There's no one offering to help. The city won't do anything because it's a private road/subdivision. They have to walk the field in front of the store just to get in and out to their vehicles parked on the other side. If there was an emergency it would be difficult to get in and out of there safely and efficiently. Please if anyone could help these people that Includes my aging parents, a disabled veteran and his wife, also a 2 others along with ones teenage daughter that lives there also.
