Hi, my name is Evy Orellana (pictured far left in the photo above), and in the very early morning hours of July 3, 2018, the United States Marshals Service's "Capital Area Regional Fugitive Task Force" (a task force which is used to apprehend the Washington, D.C. metropolitan area's most violent and dangerous fugitives, which I am not), came to my home to arrest an individual who was wanted on misdemeanor charges in Prince George's County District Court, and during the execution of their arrest warrant, I was viciously attacked in my bedroom by a large unleashed police dog.

My infant child was asleep in the bedroom just a few feet away from where I was attacked, and, the U.S. Marshals who permitted their dog to proceed without its leash into the main living area of the basement where I resided with my fiancé and our child and eventually into our bedroom, were told by occupants of the home (who lived on the third floor of the home), that I was asleep in the basement with my fiancé and our child before they permitted the dog to proceed freely into the basement and into my bedroom.

A few weeks after I was attacked, the State's Attorney's Office for Prince George's County dropped the misdemeanor charges against the individual whom the U.S. Marshals had come to arrest that night.  However, I am still living with the pain that was inflicted on me by the police dog that attacked me and I will likely live with this pain for the rest of my life.

I suffer through extreme leg pain each and every day as a result of the dog bites and my leg remains horribly disfigured from the wounds and 45 stitches that I received at the emergency room on the night of the incident. This pales in comparison to the loss of my unborn child, however, who I miscarried exactly 90 days after I was attacked.

Because I do not believe that I deserved to be a victim of this kind of excessive and unreasonable force at the hands of federal law enforcement, I have filed a lawsuit against the United States of America and two United States Marshals individually, which is currently pending in the United States District Court for the District of Maryland.  (The case number for this matter is 8:20-cv-00845-DKC, in case anyone is interested in looking into this matter further). 

There were several more U.S. Marshals on the scene of the incident who entered the bedroom that I was sleeping in on the night I was attacked, but the Government has not yet provided me with their identities. In fact, the Government believes that the violence and excessive force used against me on the night of the incident via a police dog, was both lawful and reasonable, and they are aggressively defending the actions of the U.S. Marshals. Thankfully I have been able to survive the Government’s attempt to dismiss my case in its entirety.  The Judge’s memorandum opinion allowing my case to proceed into discovery and survive the Government’s motion to dismiss, is attached below, in case anyone would like to read more about this matter and the Government’s attempts to dismiss my claims.

In order for me to have any chance of being successful in my lawsuit, I will need to hire several expert witnesses to prove my case in court and combat the Government’s expert witnesses. As you all know, the Federal Government has tremendous resources and will be hiring the very best experts to win their case, so I will need to do the same, which is why I have created this page and am asking for your assistance by not only donating whatever you can to this cause, but by circulating this page to others you know, so that others may be aware of this incident.

The U.S. Marshals and the Government as a whole, must be held accountable for their actions, because those actions were senseless and responsible for so much pain, trauma, and loss in my life.
