<div>On July 14th, a fire broke out in Elsea's Windsor Hills area apartment kitchen. Tragically, the landlord had not installed smoke alarms, which could have alerted him to the danger sooner. As a result, <strong>he sustained third-degree burns over 12 percent of his body.</strong>
