Help Cole adopt Layla

I'm not very good with words but here I go.  

Just recently,  I was contacted by Layla's biological father who finally has decided to give up his rights to give Cole the opportunity to legally become her father as he has been for the last almost 13 years of her life but also to have all child support waived ($25,000 worth) Because of this, I didn't want to miss the chance and i sent the paperwork in right away.  I did not realize that the adoption has to go through within 60-90 days of the termination of rights. The cost just for an agency to complete a home screen is $1000 to start the adoption process. Our court appointed guardian at litem is $70/hr .

We just had to take out a $15,000 home improvement loan to have our roofing replaced due to pockets and moss growing on it and our deck literally had 1ft holes and the boards were pulling up.  We are trying to refinance our home loan but don't know if the house is worth enough to cover our home improvement loan.  We needed a safe environment for the kids. 

Layla has never felt like a part of our family and this is going to mean so much to her.  I can finally feel at peace knowing Layla will be safe if something should happen to me and that if Layla is with Cole and something happened to her, he can make medical decisions without a problem.  

We will make this happen but it will be a struggle.  If anyone can help us out it would be less stressful right now! Thanks so much!
