Minerva is a devoted churchgoing widow whose health has declined since losing her husband to COVID. Instead, Minerva was targeted in a heartbreaking scam.

Alex and individuals posing as Cameron County officials convinced her that special “permit fees” and charges were required — and promised she would receive refunds through a county economic stimulus program. Believing the work was legitimate, Minerva used her life savings and borrowed money from friends, family, and church members who wanted to help her.

She later learned it was all a lie.
The refunds never existed.
The officials were impostors.
And her money was gone.

Now Minerva is left with debt, unfinished repairs, utilities at risk, and declining health from stress, with no ability to afford legal help.
