gammie papa plumbing problem

hi guys! so gammie and papa's house is having another plumbing issue

the first time in may last year, all of the pipes under the house got replaced...the old pipes had been there since the house was built, they were rotted thru and leaking water under the house. they replaced all the piping under the house, it cost $6,000. then we come to find out, he didnt even relplace it all! we found out in march when the plumbing got backed up again...he came back and he replaced "what he could" up to the foundation. 
 
now its backing up again...theres still a section of piping this dang guy didnt replace...

my parents need help with this, they have already put so much into the house so gammie can stay where she is most comfortable.. they would really, really appreciate support here. thanks so much
