<div>
 This dog was found near Istog in a heartbreaking condition. He was tied up, completely helpless, with <strong>one eye missing and the other severely damaged. He appears to be blind.</strong>
</div>
<div>
 <br>
</div>
<div>
 We do not know what happened to him or how long he has been living like this. In his condition, he cannot survive alone on the streets. He urgently needs to be brought to safety and receive veterinary care.
</div>
<div>
 <br>
</div>
<div>
 He needs examinations to determine the condition of his remaining eye and his overall health. We do not yet know his full diagnosis or what treatment will be necessary.
