sister's home is unlivable

My sister needs help and prayers right now. This past week her house was flooded when the city sewer backed up into her home. The vent ducts in the floor for the A/C and heat was filled with nasty raw sewage. The A/C was on, and it sprayed the raw sewage up every wall of the home. The house was several feet deep in sewage, making the home unlivable. My sister is disabled, and can’t afford to stay in a hotel and feed her and her grandson that she has guardianship of. Her animals that she loves dearly is also being boarded, and the bills are piling up. The city says they are protected by the TX Tort Statute, and won’t pay to fix the damage. Her home owner’s insurance won’t pay because they said the city was responsible. The restoration company said the house is a complete and total loss. The lawyer said they could sue, but it would take years to settle. My sister has no place to live, and can’t wait years. I ask for your prayers, and anything you can spare to help during this time.
