Fishers for Food in Sri Lanka during Covid-19

SUPPORT FISHER CO-OPERATIVES  TO ADDRESS THE FOOD CRISIS IN NORTH SRI LANKA

We, a group of concerned academics and engineers from Sri Lanka and the Netherlands, seek to mobilize immediate financial support from our social circles to help families in Sri Lanka poorest district, Mullaitivu, to cope with the devastating effects of the COVID-19 crisis. We hope to raise a total of 14.000 euro to allow well-established but cash-strapped fisheries cooperatives in Sri Lanka’s poorest district, Mullaitivu, to rebuild local food supply chains, making use of their unique capacity to supply villages currently cut-off from the market. This initiative tackles three problems at once: vulnerable families get immediate access affordable and nutritious food, fishers regain an income; and the co-operatives are strengthening their local distribution systems. A detailed explanation is provided down below.

Support mechanism
Through this action we hope to raise 7000 euro from individual donors. The Foundation Wilde Ganzen  has pledged to double your individual contributions to the required 14,000 euro. Funds will be handled by the Dutch Registered Sampath Foundation , and transferred to the Northern Cooperative Developed Bank in Sri Lanka. They  will disburse the funds to the Mulaitivu fisheries cooperatives and maintain professional oversight. In case this collection exceeds the required 14,000 euro, remaining funds will be used to start a similar initiative in other districts in North Sri Lanka. 

We aim to complete this crowdfunding campaign by Monday 20th April.

HELP VISSERIJ COÖPERATIES DE ACUTE VOEDSELCRISIS  TE ONDERVANGEN IN MULAITIVU, SRI LANKA 

Sri Lanka is hard getroffen door de overheidsmaatregelen om de spreiding van COVID-19 tegen te gaan. Voedselketens zijn onderbroken, voedselprijzen stijgen snel, en voedselproductie ligt grotendeels stil. In Mullaitivu, het armste district van Sri Lanka , heeft dit inmiddels geleid tot een acute voedselcrisis.  

Wij doen een urgente oproep voor financiële steun om visserij coöperaties in staat te stellen om de lokale voedselketens te herstellen door gebruik te maken van hun unieke capaciteit om hun visvangsten te koppelen aan dorpen die nu grotendeels afgesloten zijn van de voedselvoorziening. 

Dit initiatief slaat drie vliegen in één klap: arme gezinnen krijgen toegang tot betaalbaar hoogwaardig voedsel, visserij huishoudens kunnen hun inkomen weer gedeeltelijk herstellen, en de coöperaties krijgen ondersteuning om ook na de crisis een belangrijke rol te spelen in lokale duurzame voedselvoorziening. Hoe werkt het?
We proberen met deze actie 7000 euro bijeen te brengen van donoren. Stichting Wilde Ganzen  verdubbelt de ingezamelde donaties met behulp van haar Corona fonds tot de benodigde 14000 euro. De donaties worden beheerd door de Sampath Foundation  (met ANBI status 8220.52.404) en overgemaakt naar de Northern Co-operative Developed Bank in Sri Lanka. Zij zorgen ervoor dat het in fases wordt uitgekeerd aan de visserij coöperaties en houden professioneel overzicht. Wanneer het totaal opgehaalde bedrag uitkomt boven de 14000 euro, wordt de resterende financiering gebruikt om een vergelijkbaar initiatieven op te starten in de andere kwetsbare gebieden in Noord Sri Lanka. 

We streven ernaar deze campagne af te ronden op Maandag 20 April.

இலங்கையின் வடமாகாணத்தில் உணவு நெருக்கடியை சரிசெய்ய மீன்பிடி கூட்டுறவுச்சங்களிற்கு ஆதரவளித்தல்

இலங்கை மற்றும் நெதர்லாந்தைச் சேர்ந்த சம்பந்தப்பட்ட கல்வியாளர்கள் மற்றும் பொறியியலாளர்கள் குழுவான நாங்கள், கோவிட் -19 நெருக்கடியின் பேரழிவு விளைவுகளைச் சமாளிக்க இலங்கையின் ஏழ்மையான மாவட்டமான முல்லைத்தீவில் உள்ள குடும்பங்களுக்கு உதவ எங்கள் சமூக வட்டாரங்களிலிருந்து உடனடி நிதி உதவியைத் திரட்ட முற்படுகிறோம். இலங்கையின் ஏழ்மையான மாவட்டமான முல்லைத்தீவில் நன்கு நிறுவப்பட்ட ஆனால் பணமில்லா மீன்வள கூட்டுறவு நிறுவனங்களை உள்ளூர் உணவு விநியோகச் சங்கிலிகளை மீண்டும் கட்டியெழுப்ப அனுமதிக்க மொத்தம் 14,000 யூரோக்களை திரட்டுவோம் என்று நம்புகிறோம். இத்திட்ட்டத்தின்மூலம் தற்போது பொருள் வழங்கல் வாய்ப்புகள் துண்டிக்கப்பட்டுள்ள கிராமங்களிற்கு வழங்குவதற்காக பல நோக்கு கூட்டுறவு சங்கங்களின்  தனித்துவமான திறனைப் பயன்படுத்துகிறோம். இந்த முயற்சி ஒரே நேரத்தில் மூன்று சிக்கல்களைச் சமாளிக்கிறது: பாதிக்கப்படக்கூடிய குடும்பங்கள் உடனடியாக மலிவு மற்றும் சத்தான மீனுணவைப் பெறுகின்றன, மீனவர்கள் வருமானத்தை மீளப்பெறுகிறார்கள்; கூட்டுறவு சங்கங்கள் தங்கள் உள்ளூர் விநியோக முறைகளை பலப்படுத்துகின்றன. ஒரு விரிவான விளக்கம் கீழே கொடுக்கப்பட்டுள்ளது.

DETAILED EXPLANATION OF THE ACTION 

1.   Background

On the 20th March 2020, the Government of Sri Lanka imposed a sudden state of curfew, to enforce social distancing measures to contain the spread of the Covid 19 virus. With no information on duration nor mechanisms as how families could access essential goods during the lockdown, many resorted to panic-buying, while for others this has led to an immediate food crisis. The enduring containment measures and resultant shortage of supplies and increasing prices have highlighted the needs of those with the most insecure livelihoods and insufficient incomes such as families living in poverty and those on daily wages. With little savings or disposable income to afford supplies, these households are exceptionally vulnerable in the current crisis. In Sri Lanka’s Northern province, the crisis comes on top of pre-existing problems of endemic poverty related to the long aftermath of the civil war that ended in 2009.

2.   Working with fisher cooperatives to rebuild local food chains. 
 
The co-operative movement in Northern Sri Lanka has an extensive reach and experience that can be mobilised to respond to the current crisis. Producer and consumer co-operatives have an established reputation for providing basic goods at reasonable prices through their consumer outlets and for distribution of relief goods during times of crisis such as drought and conflict. While small shops motivated by private profit might be tempted to increase prices as sudden surges in demand arise, the social mandate of co-operatives mean that they will keep prices affordable while ensuring that goods are distributed fairly and widely.

Fishers are key-food providers of nutritious food to rural households. Apart from partial fishing curfews, however, they are facing a severe disruption of local and national marketing chains. The result is a simultaneous crisis of both supply and demand. This can be resolved by creating a system of fish marketing to interior villages of the Northern Province, leveraging the extensive co-operative network for distribution and retail. While many traders are stuck home, cooperatives are provided curfew passes to distribute essential goods. With export markets likely to be disrupted for an extensive period of time, now is the moment to support fisher coops to connect to local consumers desperate for adequate food supplies.


3.     Supporting Mullaitivu Fisheries Co-operative Union
 
The Mullaitivu district in the North East of the country is the poorest district in Sri Lanka, and hit hardest by the civil war. The Fisheries Co-operative Union (FCU) in Mullaitivu, has a membership of 30 fishermen’s co-operative societies with 4,732 active members. The FCU is well-established but for many years has been unable to intervene in the market being unable to face competition from private traders. It is is able to land sufficient fish and possess three cooler vehicles to distribute fish landings throughout the district. However, they currently lack the working capital to start.  

In this context, there is an urgent opportunity for the FCU to transport fish to inland areas of Mullaitivu District. Government officials recognize this potential and have pledged  support arrangements, including the necessary curfew passes. The cooperative could reach up to 80 kilometer inland, reaching a large number of relatively isolated villages. As price speculation is avoided, small fish can be sold for as little as 0,60 eurocents per kilogram – allowing even the poorest families to access nutritious foods.

4. The Action

The plan aims to scale up as soon as possible and locally distribute 2500 kilo of fish per day. The following investments are required to start immediate operations.

1)    Support for logistical expenses for the distribution of fish to interior villages. This requires ice for packaging the fish landed in the evening for distribution in the early mornings (3 months, 5Rs ice/kg fish = 3260 euro), fuel for the cooler vehicles to run to interior areas across the district (3 months, 21 Rs/km,  380km =3285 euro) and workers to purchase the fish and box the fish with ice, transporters and helpers (8 workers x 30,000 Rs. = 3478 euro). 

2)    A cooperative union requires working capital loan to initially purchase fish. This is needed as it may take days or a couple of weeks in some cases for the cooperative to be able to recover the credits given to cycle-traders and consumers. After the distribution system has overcome initial barriers, a small profit margin of 50Rs/kg will be used to self-sustain operations. (2500 kg * 300Rs average - 3623 euro)
 
The Northern Co-operative Development Bank (NCDB) will partner locally with the FCU to provide supervision and support. Funds will be disbursed with every month with progress of the project for the 3-months period. Funds recovered from the working capital loan for a year to the FCU, will be reinvested in sustainable livelihood loans through the FCU for fishers.
