Emergency Surgery For Phineas

My dog Phineas was hit by a car in Onalaska near Senor Villa. The person driving the car kept driving after it happened, and on top of not stopping, she flipped my mom off after she hit him.  We took him into the vet and he has a broken femur that will only heal with surgery. The surgery is going to be near $4000. I would never ask for anything from anyone but anything would be greatly appreciated. We are devastated this happened. He just turned 1 years old and is the most loving puppy. Thank you.
