Dry Shelter Grounds

Imagine trudging through muddy sewer water to tend to shelter dogs; these same dogs stuck in outside kennels with sewer water flooding in;  shelter grounds saturated from rain runoff from surrounding hills due to no drainage system.
This is the present state of the Martin County Animal Shelter in Inez, KY.  The shelter is located on an isolated hill in Martin County, in eastern KY, the heart of Appalachia, in one of the poorest counties in the United States. 
The shelter is operated by contract with the county, by Stray Hearts Animal Rescue, Inc.  We are a 501 3 (c) nonprofit dedicated to running the former high-kill shelter as no-kill.   We are volunteer run, and have only a handful of volunteers.   Yet, we have saved and rehomed over 3,000 stray and unwanted cats and dogs since January, 2015.    We recieve $1,250 a month to operate the shelter, and depend on donations to provide medical and food needs of the cats and dogs in our care.
Due to a depressed economy dependent on coal severance tax and the coal mining industry, our county government cannot provide  gravel and sand to fix the drainage / sewer system at the shelter.
The cost of a new aerator system for the shelter is $7,000.  However, the contractor has offered to give a  break on labor and Tails of Hope Rescue in Maryland, has offered to match donations up to $3,700 for the sewer system.  We are also hoping to add a drainage system to prevent water runoff from the surrounding hills.  We have no estimate on this yet.
We need donations as soon as possible so the work can be completed before major spring rains.  We volunteers would be so grateful for any amount to help our shelter animals have dry shelter grounds.  After the drainage is fixed, we plan to fence in the area and plant grass so our dogs will have a much-needed play area.
