Cesar needs a wrist operation

My  brother Cesar suffered a severe wrist fracture following a fall and needs to have an operation as soon as possible or he will have permanent damage. He lives in Venezuela where a failed state has decimated the public health system. The few good doctors remaining need to charge for their work and therefore, I am fundraising to support him with this operation, as he needs his right hand to make a living. Please help me with whatever you can afford, I will cover the difference.
