Cerebral Palsy operation for Tayseer

I am raising money for Tayseer, 15 years old and suffering from cerebral palsy, who must undergo a stem cell operation.
Message from Rubeenah, his mother:
I am Rubeenah Oozeer, resident and citizen of Mauritius, and I am appealing for your generosity to help my son Tayseer Oozeer with his operation. He has been suffering from cerebral palsy from childhood, and needs to undergo a Stem Cell operation in India, as this treatment is not available in Mauritius. Tayseer has just turned 15 years old and the older he gets, the lower the chances are for the operation to be successful. The total cost of the operation and expenses will approximate to Rs.1.8m ($ 45k), (Operation, physiotherapy, re-education, accommodation, food, flight). I still need Rs. 800k ($ 20k) to go ahead with the operation. Please find the document proofs below, and a summary of his current situation. I humbly request you to read it to understand his situation.
I will be absolutely grateful for any kind of donation, big or small. My only goal is to make his life more livable, with less suffering. Thank you very much from the bottom of my heart.
Summary of Tayseer’s situation:
He has already undergone a first stem cell treatment in India in 2019, and the second one was due in 2020. The stem cell operation must be done in two stages, both within 9 months to be successful. But due to the covid-19 pandemic situation and consequent travel restrictions, he could not go for the second one. This means that he has to start all over again. My plan is to stay there until both treatments are completed, which will be around 10 months. This will allow Tayseer benefit from appropriate physiotherapy and re-education sessions.
Please note that I have applied for a Letter of Attestation from the Ministry of Health and Wellness, and this has been delayed because the public hospital where he was undergoing his common treatments since birth in Mauritius (situated in Candos) has lost his medical file.
On top of that, his health condition has lately deteriorated due to medical negligence in another private hospital (situated in Moka), and I am currently pursuing a legal action with my lawyer on this.
