Celebration of life for my kids mother

The mother of my kids Jessica, passed away unexpectedly on 11/23/19. Due to the circumstances of her death her life insurance will not pay even though her death is not a suicide. The town is paying for the cremation and burial but no other services. We would really like to have a celebration of life. Any money left over will go to Jessica's 3 children for good use towards schooling or helping them gain a leg up in life rather than nothing.
