Surgery Follow-up for Uninsured Autistic Person

My child is 28 years old and was prescribed a neuroleptic medication in 2012 that caused a dystonia (involuntary muscle movement) that closed his upper throat almost entirely when he exhales.
He is autistic (see top of the attached photo of his doctor's report, to confirm diagnosis... you may need to click on it to enlarge), and we had to use-up all his autism emergency savings account to get the surgery as soon as we could, and we need to refill that account.
Surgery has counter-acted the dystonia so he should be able to breathe uninterrupted, but revision may be necessary. Regardless, the surgery has rendered his left vocal cord permanently paralyzed, so he will need to see a Speech Language Pathologist to help him learn how to speak with only one functioning vocal cord.
