Basement wall collapsed after heavy rainstorm.

My brother and his wife had their basement wall collapse in on their home after the heavy rains Friday. Their homeowners insurance is not covering the damage because it was caused by "surface water". They have ten's of thousands dollars of work that is going to need to be done to fix the wall, plumbing, electrical, and appliances. They are expecting their first baby in less than 20 days so this could not come at a worse time.
