Ace's Vet Fund

My friend Jessica Reed's dog Ace was attacked by another dog. He had to have emergency surgery. The owner of the other dog was given a citation and said he would pay the bill but has since been MIA and hasn't complied.  Jess is going to try to take him to court and we are pretty certain that he doesn't have an actual address or money.
