I need $3203.21 to get the public entity, the Kansas Board of Regents, to provide all of their communications with the private National Rifle Association so they can be made public on www.failcampuscarry.com

The Kansas Board of Regents does not want this information to be made public, but it needs to see the light of day.  As soon as enough is raised to pay the fee, I'll release the documents on www.failcampuscarry.com in full. 

On July 21st, I filed a Kansas Open Records Act (KORA) request for the Kansas Board of Regents' communications with the former Kansas state representative and current National Rifle Association lobbyist Travis Couture-Lovelady.

Couture-Lovelady told the Kansas House of Representatives Committee on Federal and State Affairs that the Board of Regents has been very helpful in communicating with them in developing the guns on campus policies in Kansas. The fact this communication existed was begrudgingly confirmed to me verbally by Zoe Newton, chair of the Kansas Board of Regents on two separate occasions. 

The Custodian of Records released two emails to me following my first request free of charge, which only confirmed what we already learned straight from the mouth of the NRA lobbyist himself-- that the NRA had met with the Kansas Board of Regents on more than one occasion. Here is Travis Couture-Lovelady expressing his gratitude for the Board of Regents in a hearing on March 9, 2017 for HB 2220, a bill that if it had passed, would prevent any public university from having a policy that is more stringent than the Kansas Board of Regents policy for concealed carry on campus (it's a classic preemption bill). 


The Kansas Board of Regents has justified the cost of $3203.21 in an email to me, where the Custodian of Records wrote,  "We estimate that it will involve approximately 93 hours of Board staff time for the staff to locate, retrieve and review all existing records (emails, files and paper documents) that contain the terms in your request.  Using the hourly salary rate for each involved Board employee, and the estimated time each will have to devote to this undertaking, the record fee that must be pre-paid before we will proceed is $3, 203.21. I will put all of the records received from this records request on www.failcampuscarry.com so that the public has access to them.  

Because the Kansas Board of Regents is a public entity and governs all of the public universities in the state of Kansas, it is important that the public be made aware of any potential conflicts of interest with private entities, especially when it comes to policies like the one governing guns on campus-- where a violation of the policy could mean literal death.
