Coast Guardsman Home Repairs

I am active duty in the Coast Guard and currently live in Mobile, AL.  My secondary home in Dickinson, TX located just west of Interstate 45 is heavily damaged by record breaking flood waters from Hurricane Harvey.  My tenants are a Coast Guard family of five (two adults, two kids, and a dog).  Currently, the family is safe, out of the house, and staying with nearby family away from flood.   Home is not located in a flood zone and the surrounding area has never flooded on record.  

All of the attached photos were taken Sunday evening the water. Water is approximately two feet high and slowly rising due to the additional 20-25 inches of expected rainfall.  

Unfortunately, I did not have flood insurance because of the home not being in a flood zone and FEMA will not allow usage of their funds because it is not my primary residence.  Additionally, I am going to be paying two mortgages simultaneously over the next few months. The housing situation is extremely poor in the local area due to the record breaking flooding.  I am researching alternate options (SBA loan, home equity loan, etc) to fund house repairs.  These generous donations will be used toward the house repairs. My primary goal is to complete house repairs over the next 3-4 months for the Coast Guard family to move back in due to the lack of housing in the surrounding area.

Any help during this catastrophic and record breaking natural disaster would be greatly appreciated.  Additional photos of the damage will be uploaded as I receive them from local neighbors.
