Prologue: "Historical Context"

Rwanda's recent socio-political history, a country in Central Africa called the "land of a thousand hills," was marked by a large-scale civil war from October 1, 1990 to July 18, 1994. The loss of life caused by this war was enormous (over a million dead and thousands of Rwandan refugees are abroad). Currently, Rwanda remains a non-democratic country, which after the rebellion of the Rwandan Patriotic Front (RPF), became ruled by a small group of soldiers. This illegitimate Government kills, imprisons, and exiles opponents. Freedom of expression is not respected, and extrajudicial killings are common.

The year of 2021 marks thirty-one years since the Rwandan civil war that forced many inhabitants to leave the country; among those that fled, at least several thousand were slaughtered in refugee camps in the Demographic Republic of Congo. The anti-democratic Government in place since 1994 continues to force Rwandans to flee the country. Some are imprisoned or killed, like the celebrity singer Kizito Mihigo.

Politicians living abroad and members of civil society organizations led by His Excellency Father Thomas Nahimana formed The Rwandan Government in Exile on February 20, 2017, with the following primary responsibilities:

1. Protect and defend the Rwandan people, whether inside or outside Rwanda, whom the Government oppresses in Kigali led by the military junta and a small group of soldiers.

2. Advocate, comfort, rescue, and help Rwandan refugees all over the world.

To achieve this goal, the Government headed by His Excellency Prime Minister Marine Uwimana, in collaboration with the President of the Government of Rwanda in exile, has developed an action plan with the following priorities:

1. Defend Rwandan refugees, especially those still in the forests of the Democratic Republic of Congo (DRC) and other refugee camps    elsewhere.

2. Raise awareness and defend all oppressed and voiceless Rwandans through ISINIJURU radio and television.

3. Help refugees obtain identity documents, passports, and other travel documents such as laissez-passer.

4. Support civic education by focusing primarily on their fundamental rights and specific groups' rights such as refugee rights, women's rights, and children's rights.

5. Educational and socio-professional support for children and refugees living in camps through a schooling program in secondary and higher establishments inside and outside their respective countries.

Its implementation will launch within the framework of the project entitled "Shining Rwanda: Twubake Ejo Hacu Heza" ("Shining Rwanda: Building a Better Future").

This project and its objectives belong to us all. We must take full ownership of our activities because the Government cannot accomplish its goals and duties without your help. Ideological and financial support is necessary to achieve the Government's mission.

The Government, represented by His Excellency Prime Minister Marine Uwimana, is pleased to seek the support of all Rwandans and their friends in discharging its responsibilities. The kindness, love, and support that characterize Rwandans will justify us. Together we will make it happen.

Prologue: Contexte Historique

L'histoire socio-politique récente du Rwanda, pays d'Afrique centrale, appelé «Pays Aux Mille Collines» a été marquée par une guerre civile de grande ampleur, c'est-à-dire du 1er octobre 1990 au 18 juillet 1994. Les pertes en vies humaines causées par cette guerre ont été extrêmement élevées (plus d'un million de morts et des milliers de réfugiés rwandais sont à l'étranger). Actuellement, le Rwanda reste un pays non démocratique qui, après la rébellion du Front patriotique Rwandais (FPR), est dirigé par un petit groupe de soldats. Ce gouvernement illégitime tue les opposants, les emprisonne ou les force à l'exil. La liberté d'expression n'est pas respectée et les exécutions extrajudiciaires sont courantes.

Cette année 2021 marque les trente et un ans après la guerre civile rwandaise qui a contraint de nombreux habitants à quitter le pays et dont plusieurs millions ont été massacrés dans les camps de réfugiés en République Démographique du Congo. Le gouvernement anti-démocratique en place depuis 1994 continue de contraindre les Rwandais à fuir le pays jusqu'à présent, certains sont tués comme le chanteur Kizito Mihigo et plusieurs autres ont été emprisonnés.

Des politiciens vivant à l'étranger et des membres d'organisations de la société civile, privée de leur droit fondamental d’aller faire la politique dans leur pays, dirigés par Son Excellence l’Abbé Thomas Nahimana ont mis en place Gouvernement du Peuple Rwandais en Exil le 20 février 2017.

Ce gouvernement a des responsabilités suivantes :

1. Protéger et défendre le peuple Rwandais, que ce soit à l'intérieur ou à l'extérieur du Rwanda, qui est opprimé par le gouvernement de Kigali dirigé par la junte militaire et un petit groupe de soldats.

2. Plaider, réconforter, secourir et aider les réfugiés Rwandais partout dans le monde.

Pour atteindre cet objectif, le gouvernement dirigé par Son Excellence le Premier Ministre Marine Uwimana en collaboration avec le Président du Gouvernement du Rwanda en exil a élaboré un plan d'action avec les priorités suivantes :

1. Défendre les réfugiés Rwandais, en particulier ceux qui se trouvent encore dans les forêts de la République démocratique du Congo (RDC) et dans d'autres camps de réfugiés ailleurs.

2. Sensibiliser et défendre tous les Rwandais opprimés et tous sans voix à travers la radio et la télévision ISINIJURU.

3. Aider les réfugiés à obtenir des documents d'identité, des passeports et d'autres documents de voyage tels que des laissez-passer.

4. Soutenir l'éducation civique en se concentrant principalement sur leurs droits fondamentaux et les droits de groupes spécifiques tels que les droits des réfugiés, les droits des femmes, et les droits des enfants.

5. Soutien éducatif et socioprofessionnel, en particulier pour les enfants et les réfugiés vivant dans les camps, à travers un programme de scolarisation dans les établissements secondaires et supérieurs à l'intérieur et à l'extérieur leur pays respectif.

Cela se fera dans le cadre du projet intitulé « Shining Rwanda : « Twubake Ejo Hacu Heza » (« Shining Rwanda : Bâtir un Avenir Meilleur »).

Ce projet et ses objectifs nous appartiennent à tous. Nous devons nous approprier pleinement nos activités car le gouvernement ne peut pas accomplir ses objectifs et ses devoirs sans l'aide de vous tous. Un soutien idéologique et financier est nécessaire pour réaliser la mission du gouvernement.

Le Gouvernement, représenté par Son Excellence le Premier Ministre Marine Uwimana, est heureux de solliciter l’appui de tous les Rwandais et de leurs amis pour s’acquitter de ses responsabilités.

La gentillesse, l'amour et le soutien qui caractérisent les Rwandais nous justifieront. Ensemble, nous y arriverons.

Iyo guverinoma ifite inshingano z’ingenzi zikurikira: 

1. Kurengera no kuvuganira Rubanda igoka, y’aba iri mu Rwanda cyangwa hanze yarwo barenganywa na guverinoma ya Kigali iyobowe n’agatsiko k’abagashize;

 2. Kuvuganira, guhumuriza, gutabara no gutabariza impunzi z’abanyarwanda aho ziri hose kw' isi.

Kugirango izi nshingano izigereho neza guverinoma iyobowe na Nyakubahwa Minisiiri w’Intebe Marine Uwimana ubufatanye na Perezida wa Guverinoma y’u Rwanda Ikorera mu Buhungiro yashyize imbere imishinga ikurikira:

1. Kubarura no kuvugira impunzi cyane cyane izirimo kugokera mu makambi no mu mashyamba ya Kongo.

2. Ubukangurambaga no kuvugira abarengana bose binyuze mu nyandiko no kuri Radio na za Television nk’ ISINIJURU TV.

3. Gufasha kubonera impunzi zidafite ibibaranga n’impapuro z’inzira kubibona (laisser Passer)/passport.

4. Kwigisha uburere mboneragihugu (civic education) hibandwa cyane cyane ku kumenya uburenganzira bwibanze bwabo.

5. Gufasha abana b’abahanga cyane cyane abana b’impuzi ziba mu nkambi kwiga amashuri yisumbuye na za kaminuza haba mu bihugu barimo ndetse no hanze yabyo. Ibi bikazakorwa binyuze mu mushinga “Shining Rwanda: Twubake Ejo Hacu Heza”
