Save Our Emotional Support Animals

Good afternoon family and friends. I'm here asking for help to get my husband's Emotional Support Animal, Fievel, some help. He is a 7 month old intact male fancy rat. Approximately 320 grams.
He is recently recovering from an Upper Respiratory Infection. Being the runt of his litter he lost a significant amount of weight due to his illness. This caused a portion of the tissue at the end of his tail to die due to lack of blood flow.
We need to have an amputation performed so he doesn't lose his entire tail. He will require surgery, after care and medication to keep him healthy throughout the procedure and to heal quickly and safely afterwards.
I have included the estimate from the Arizona Exotic Animal Hospital where he would be going through the surgery.
Fievel and his brother Rizzo are my husband, Randy's, Emotional Support Animals. He had a stroke almost 3 years ago and suffers greatly from PTSD and depression.
