Deaf daughter rejected NHS treatment

A plea from Mr & Mrs Saqib Sakhie for their 4 year old daughter
We are parents of 2 special children; one 7 years old boy and one four and half year old girl, both of them have special needs. My son is suffering from autism, has a significant delay in his development. And my daughter is born profoundly deaf. They are studying in special schools. My daughter was under treatment in Great Ormond Street Hospital London for Cochlear Implant, we have gone through all the test and assessment for the surgery (which took almost nine months) and waiting for the date of surgery, The hospital has told us that primary care trust has refused the funding on the basis of our pending Visa application in the home office, we have been told by the hospital that you have to wait until you get the Visa otherwise my daughter cannot get the treatment. If my daughter gets implanted before she turns 5 then she will be able to hear and speak like a normal child, but if she could not get the implant she will remain deaf for all her life, it means she cannot hear and speak a single word for all of her life. Cochlear implant is a miracle for deaf children, who help them to hear and we have lost all of our hopes, as the visa application in UKBA take very long and there is no guarantee that we will get the visa. We have contacted few private hospitals for the treatment; the cheapest which we have found is the Manchester Children's Ear, Nose and Throat Clinic. They offer Cochlear Implant for around 43300 pounds. We have arranged £23,000 so far and needs around 20,000 pounds. The First surgery date was 26th April 2014 but because lack of sufficient funds the surgery is now pushed forward to 26th May. My wife and I humbly request to help us to collect 20,000 pounds, so we can go ahead with the treatment as early as possible.
