Help my Mom get the medical treatment she needs

This is my mom LaDonna. She has struggled with Mental illness for many years. She had a traumatic childhood, left home at a young age and could never get over the wrongs done to her. When she had me at the age of 28 she was diagnosed with bipolar and has been on medication ever since.
We stopped living together for the 1st time in 26 years about a year ago.
Since then she has steadily gotten worse in her mental and physical health. She had stopped taking her medication because she began to think it was making her sick. It got to the point I couldn't talk to her because she was so paranoid and manic that it never ended in a good way. I found out from her sister in law just yesterday that it turns out my mom switched insurance and could not get the medication she had been on for many years. My mom wholeheartedly believed that medication was the only one that could help her. So she rejected the new meds her doctor prescribed her.
My mom has been in the hospital 6 times in 6 weeks, 3 of those times on a Baker Act. On visit number 2 they found a 7cm mass that is highly suspicious for cancer on her right lower kidney however 4 weeks later have still not diagnosed it for an unknown reason. And now it is too late, even if they do confirm, there is nothing they can do about it while she is on life support.
The 1st time I came out here to get her help I was unsuccessful due to the medical professionals not listening to what I had to input on my moms prior level of functioning. She went to the hospital 3 times after I had to go back home to Texas. For a total of 6 times in 6 weeks. They knew she had the mass in her kidney but never confirmed it. They knew she was not regularly taking her meds and was living on the street but still discharged her with instructions to make a primary care appointment even though she had no cell phone. Now this last time she didn't leave the hospital. She was unresponsive for 3 days before they called and told me she was being moved to ICU and being put on life support. Now I have flown back out to FL and cannot get any answers due to not being her medical power of attorney. I am beyond frustrated and just want to know exactly what happened so I can make the best decisions for her going forward.
I have called a Lawyer and it costs atleast 3,500 dollars to become Power of Attorney so I can get answers.
