Hope for Harper

Harper Mila is 15 months old. Her favorite words are: HI, sunset, papa, Da (for Nana/Grandma), and I dunno. Harper is a friendly, kind little person who can melt your heart just by taking a look at her. For the past 7 months, Harper has been under the care of her Nana/Grandma. Within those precious 7 months, Harper has learned to walk, self feed, build quite the personality, and built an attachment to her Nana that is like no other. Harper has looked to her Nana for security, comfort, and love...at the age of 8 months old, Harper was removed from the home of her parents due to negligence, carelessness, and unstability. She had a caring Grandma that didn't think twice about having to relocate over 300 miles, who gave up her life (husband, 3 of her daughters, 3 year old grandaughter, and her career) to be there for her and take on the role of providing the utmost care for Harper. The plan for placement with the parents has been obstacles and bumps, but our mom, Harpers Nana, has been dedicated to helping in the transitions to visits with the parents. At times driving 6-7 days a week for Harpers visitation schedule. There is a lot of confidential information that cannot not be told because it is a juvenile dependency case, but we know our mom (Harpers Nana) has had many challenges with the actual DHS agency in Clackmas, Oregon. The biggest challenge of all, has been the agency removing Harper from our moms care on July 12, 2013, for "not cooperating" with transition to the father. DHS has not given a specific reason why Harper was removed from her Grandma and main care provider. Harper has been placed with a new foster "family", and that of which is a stranger to her and us. DHS (Department of Human Services) is obviously in place in our country for protecting children from harm and ensuring physical, emotional, and social well-being of children. Because there was no truth or legitimate grounds for taking this grandchild from their grandma (and care provider for the past 7 months), we're questioning how this governmental agency actually ensures the well being of a child. Harper's attachment is with her Nana, considering she has spent the most influential developmental phases of attachment, with her. This child, Harper, already has attachment issues from being taken from her mother at an early age, but was resilient enough to build a concrete, stable, loving bond with her care provider (her Nana) the past 7 months. Our goal is to raise money to hire an attorney to fight for Harper's rights and well-being, as she is a child and has no voice. We will be accepting any donations to help an innocent child survive and be given the love and support that is being denied to her.
