A funeral for baby Sion

Last summer, the body of a baby boy was found in the River Taff in Cardiff. 
He was wrapped in a blanket and a towel and placed inside a carrier bag.
There are no clues to his true identity and his mother has never been found. He was named Sion by police officers who left no stone unturned in a bid to trace his mother. 
A year later, the inquest into little Sion's  death has been carried out and his body is being released for burial. But, with no family to speak of, he faces a public health funeral.
This would mean no service, no mourners and no headstone to mark his final resting place. 
But we want to give him these things so that he is not forgotten. In time, perhaps his mother will have somewhere she can visit (since finding Sion, police have always said their primary focus has always been to find his mother and provide her with the emotional support she may need).
Having done the appropriate research and spoken to the right people, we place the cost of this at around £600. This includes the cost of a memorial headstone, flowers and the hiring of a venue and someone to preside. 
If we exceed the total we are trying to raise, the money will be donated to Sands, a charity that helps families coming to terms with stillbirth and neonatal deaths.
We have the full support of the police, who have been profoundly moved by working on this case. Cardiff council is also helping us.
