Help Me Outrun this Black Cloud... Please...

I was recently given a choice: go back to LSU or work at IBEW Local 130 (electrical union) I unfortunately took the job (building solar panels at NASA). I got laid off after about 1 month, and have been out of work since then. Due to inability to pay bills, I was forced to move back with my father, who's house, to make matters worse, is so far away from any public establishment (St. Tammany Parish, Louisiana), that it would take almost 2 hours to get to the nearest gas station via bike (but I don't even have a bike). This factor alone makes it nearly impossible to find employment, as I do not have reliable transportation. When I was doing electrical work in New Orleans, it was no problem to catch the bus, now, it seems as though I am trapped.
Then, as though fate wanted to add insult to injury, my dog hurt his back and I can't afford to take him to the vet. I tried to bring him up there without paying, and they saw him, but they wouldn't give me the two prescriptions they wrote for him until I paid. They also said if left untreated, he could end up in a dog wheelchair.
I tried being homeless and looking for a job in New Orleans, but sleeping under the bridge proved too much for me to handle, when my dad owns a perfectly fine house (save the remote location). Basically, I just need a car, something that barely runs, maybe even a moped scooter that only goes 35mph. I have decent credit, so if I could reach my goal of $1900 I can finance a certified pre-owned car that I can use to drive Uber and Lyft (already got approved $1900 down). Honestly, however, I'd be happy if all I made was $300. That $300 would at least buy me a nice 10-speed bicycle. Then, I could apply at the Circle K gas station (pray I get hired) or maybe the walgreens about 15 min (via bicycle) past that... I'd just have to leave 2 hours early to make it there on time. Give me an opportunity and I promise I'll make it work.

P.S. The picture on the account shows you the deplorable condition that my father's house is in, but I am remaining humble and thankful that I do not have to sleep under that overpass any longer. He has 3 birds and 5 wiener dogs (including my 2), and he doesn't take care of any of them, which is why the house is constantly a mess and smells horrible. I take care of the animals the best I can, though.
