We believe that Baltimore must do better by its people and communities by encouraging development projects that are community-friendly and locally-driven—developments that benefit the neighborhoods, economy, and environment of Baltimore and beyond. Last November, in defiance of Baltimore's own zoning code and against community opposition, the City Planning Commission approved the revised 25th Street Station Walmart development plan. This approval changed the originally approved “green” “urban mixed-use” design to a suburban-style big box store sitting in a massive parking lot. The Planning Commission’s decision bypassed Baltimore's City Council and prevented a full review by our elected officials.

We do not believe that one of the world's most profitable corporations deserves a free pass in our community. We have filed a lawsuit to hold Baltimore City accountable to its citizens and to its own laws and procedures. We have appealed our case to the Court of Special Appeals, where we believe our prospects are strong.

This is a true collaborative effort among neighbors who care about Baltimore and demand that the City follow its laws. We are actively pursuing our case and have been chipping in to pay for our legal expenses out-of-pocket, but we don’t have the financial means to completely fund this case on our own. If you believe in good development practices and fair application of the law, please contribute to our cause. No amount is too small—$20, $50, $100, or more. If your own finances do not permit, we hope that you will help us by reaching out to friends, neighbors, or local businesses who share in our goals.

This project will have huge negative consequences for Baltimore and will set precedents for decades of future development. The development plan needs a full hearing before the Baltimore City Council. UPDATE:

While we were heartened by recent news that the project's original developer (WV Urban Partners) has backed out, there is a still a very real possibility that Walmart or another outside developer can push forward with the same plans for the site.

-- Walmart has indicated that they still have a strong interest in the project. While Seawall Development is in negotiations to buy the site, and they have indicated to the neighborhood that the original PUD plans (including the planned Walmart big-box store) are still on the table.

-- Whether Seawall of another developer buys the property, they will have the option of selling the big-box portion of the property to Walmart or choosing to develop the Walmart store themselves.

-- According to recent notices from Baltimore City, the current approved PUD and plans for the Walmart are still active.

We are continuing our lawsuit to hold the City's Planning Commission accountable to Baltimore's own citizens and to fight for sustainable development in Baltimore.
