Mother has lupus, son has autism

I moved in with my close friend Shelley whenever her roommate moved out to help her with her new diagnosis of lupus and her very autistic son Hunter only to discover that her previous roommate had the water and power sent to her email address that had Shelley thinking that all of the bills were up to date.. Well the bills weren't up to date because under covid-19 they don't disconnect unpaid bills.. The previous roommate, that was giving money and supposedly paying her own share was in fact not doing so.. Well now Shelley (whom can't work and is trying to get her disability for lupus) has noway to pay the 5 months in power and water which are due immediately. We're attempting to get help other ways but have to get at the very least $600 for any help from these programs. Any help would be greatly appreciated and God sent Thank you. God bless.
